I’ve got this same problem but what I discovered is that windows vista auto driver installation doesn't work and you have to go to device manager and manually search for a driver for your USB Device on your C: drive and select include subfolders and it will find your drivers.!! This is very weird and annoying I’ve been trying for hours to install my USB flash Mem and finally did it this way the same with all my external hard drives and USB devices.

I even talked to a Microsoft service center and they claim they did not hear about this problem before. I Hope they see this thread.and really find a fix for this soon. I've just done this on mine - been trying to install a Freecom 400Gb USB drive. It's been fine on XP and just upgraded to Vista and had all sorts of problems.
Just renamed this file and it worked! You do have to mess around and give yourself permissions to modify this file, but it does appear to fix it.
Now i'll just try it with my Epson R300 printer which Vista has been refusing to recognise. It's resolved that problem too.
Now i've just got to work out a way to get Vista to recognise that my USB ports are actually USB 2. Cheers for this - been scouring the net for ages. Hi gosh more people having the same issue as ME, I posted the problem in the other Vista forums. And no anti up by MS yet for the Digitally Signed Drivers from Microsoft on my system board, ASRock K10N780SLIX3 Wi Fi board.
NVidia nForce 780A. Claims I need to get ASRocks drivers and oddly only for XP or Vista 32 not any 64 bit versions.

I have searched everywhere for a driver for the WinBond Hi Speed I/O chip on here, its not the VIA they think it is. Anyway it has been decided that a new High Speed USB 2.0 Enhanced PCI to USB card is about the only way I am going to fix this, spent 180.00 on a motherboard that actually did work with USB 2.0 untill a MS update ruined it all. My MP3 player discovered it and I get that 'This Device will work faster if Connected to a USB 2.0 Port' and oddly they are but the driver that is Digitally Signed by Microsoft broke my USB 2.0 for some reason and now has to re invest in another piece of hardware that this ASRock fixed, and Microsoft Broke. One Side note. Slackware 12 sees all the USB I have as USB 2.0 why doesn't Microsoft See all the same thing?
I would say that they do not use the Ratfied USB 2.0 Standard that is out there, but a subset that is not as good.
